ICARe aims at facilitating and increasing International Cooperation in civil Aviation along common Research and Innovation roadmaps.

This key objective of ICARe will be reached thanks to the design of a holistic international cooperation strategy: ICARe will assess the interest of cooperation in the field of Research & Innovation for Civil Aviation (universities, research centers, aeronautical industries as well as operations) for the 21 target countries listed hereunder, and elaborate recommendations to the European Commission for future actions.
The 21 countries are: Australia, Brazil, Canada, China, India, Indonesia, Israel*, Japan, Malaysia, Mexico, Qatar, Russia, Serbia*, Singapore, South Africa, South Korea, Switzerland*, Turkey*, Ukraine*, United Arab Emirates and the USA, (*: associated countries).
For each of these countries, ICARe examines some key aspects:

  • Learning the lessons from the past cooperation;
  • Assessing the suitability of 21 countries in a comprehensive way, including technical and non-technical aspects;
  • Mapping the technologies and areas of interest for the ΑCARE SRIA achievement;
  • Identification of win-win opportunities, areas of common interest, barriers and solutions for improved cooperation in research and technology development.

The quality of this information will be expanded for 6 countries: Canada, China, Japan, Russia and United States (and a 6th to be defined later) through bilateral exchanges (open platforms); these platforms will be set up by the project, ensuring privileged bilateral dialogues and cooperative actions with a series of different stakeholders in aviation, in European Union, associated and in targeted third – countries.
In the end, ICARe will foster existing and future partnerships to fulfil the technological needs identified in the SRIA; two sets of recommendations will be provided to support the strategy of the European Commission; concerning the International Cooperation in the domain of Research and Innovation for Aviation and the elaboration of the international parts of the H2020 Work Programme and beyond.

Objectives per WP

The objectives of the WP1 "Project Coordination" are:

  • to ensure efficient coordination of the consortium throughout the whole duration of the project,
  • to enable fluid communication among participants, with the European Commission and towards relevant stakeholders,
  • to monitor the progress of the tasks and deliverables of Work packages,
  • to foresee any risks of delay and set up mitigation plans and corrective actions,
  • to apply tailored methodologies and tools for steering, decision making and efficient implementation of activities.

WP2 "Communication, Dissemination and Networking" aims to:

  • Communicate the concept, objectives, ongoing progress and outcomes of the project to the European and International Aviation Community,
  • Design and implement an effective communication and networking plan towards establishing collaboration between the European member states and the selected areas,
  • Develop an effective dissemination and exploitation strategy, involving necessary tools and mechanisms for making the project widely known to the end-users, the relevant target groups and key R&T players,
  • Properly diffuse the project’s results to the targeted end users from industry, research establishments, academia, and policy-making authorities towards the extensive use and viability of the outcomes, even beyond the end of the project,
  • Support the work realized in other WPs throughout the project and after its lifetime, by implementing methods for maximising the project’s impact.

The principal objective of WP3 "Assessment of past international cooperation in aviation" is to gather and analyse evidence in order to assess past and current cooperation in the field of aviation Research and Innovation (R&I), to infer the lessons learnt from this cooperation, and thus formulate guidelines for the future cooperation. Specific attention will be put on barriers that made past international cooperation initiative not entirely successful, collecting all the useful lessons learnt.

The main objective of WP4 "Technology Mapping in Third Countries" is the identification of technology and competences in third countries which could contribute to filling the technological needs identified in the Strategic Research and Innovation Agenda (SRIA) of ACARE. The outcome is an online technology database builds the basis for deeper and new international co-operation.

WP5 "EU-Third Country Open Platforms" focuses particular attention on global challenges (e.g. safety, security, emissions reduction, resources efficiency), aiming to identify win-win opportunities, areas of common interest, barriers and solutions for improved cooperation between EU and each of the 6 countries targeted among the 21; this being achieved through bilateral dialogues and cooperative actions with a series of different stakeholders in aviation, in Europe and in targeted associated and third countries. Whereas 5 countries have already been targeted (Canada, China, Japan, Russia and United States), the 6th country will be chosen halfway through the project upon outputs from WP6.

The main objective of WP6 "Proposed Collaborations and Final Recommendations" is to issue evidence - based recommendations to the European Commission for future international cooperation in the field of Aviation according to ACARE SRIA objectives.
